Scholarship Award Ceremony for Filière Éco Students to Pursue Their Master’s Degrees in France

On August 17, 2026, the French Cooperation Department, in collaboration with the alumni of the Filière Éco (Economics Program), organized a scholarship award ceremony for two graduates of the Bachelor’s program in Economics and Management (Filière Éco, 32nd cohort) to help finance their master’s studies for two years in France.

This meaningful ceremony was held in the presence of His Excellency Mr. Say Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction; His Excellency Mr. Luy Channa, Rector of the Royal University of Law and Economics (RULE); Ms. TRAN Thi Anh-Dao, Attaché for Scientific and University Cooperation at the French Embassy in Cambodia; as well as members of the University’s management and staff, alongside leaders and members of the Filière Éco alumni.

The two scholarship recipients are:

  • Ms. Sorn Sreynin, admitted to the Master’s in Finance at the University of Toulouse Capitole;
  • Ms. Ngov Sodanet, admitted to the Master’s in Development Economics at Clermont Auvergne University.

Faced with the growing scarcity, in recent years, of the scholarships historically offered by the French Embassy, the French Cooperation Department wished to preserve a tradition rooted since the origins of our programs: allowing our best graduates to pursue a master’s degree in France.

This is what led the French Cooperation Department to initiate this new scholarship fund.

How the co-financing works: the mechanism put in place is based on a shared responsibility among three parties:

  • Our Department covers the core cost of the mobility.
  • The French Embassy in Cambodia, through the France Excellence program, continues to grant the students the valuable status of French Government Scholarship Holders.
  • And finally, the Filière Éco alumni, who mobilized their own network to raise additional funds.

In return for this support, the two students have themselves committed to contributing financially according to their means, to pursuing their studies seriously in line with their professional plans, and, once back in Cambodia, to getting involved with the program by supporting future cohorts of students. This is, in many respects, the true philosophy of this scholarship program: not a one-time gift given and then forgotten, but a shared responsibility—a bridge built between generations of students, alumni, teachers, and our partners.

We send our best wishes for success to the two students, hoping that their academic journey in France will allow them to acquire new knowledge and skills, and that they will subsequently return to put their expertise and commitment at the service of their country’s development.

We express our deepest gratitude to His Excellency Mr. Say Samal, Deputy Prime Minister and Minister of Land Management, Urban Planning and Construction, for his generous financial contribution to the scholarship fund, and in particular to Ms. TRAN Thi Anh-Dao, Attaché for Scientific and University Cooperation at the French Embassy in Cambodia, for her invaluable support and unwavering commitment to our university. We also thank RULE and its management, as well as the Filière Éco alumni and their leaders—H.E. MING Bankosal, Chairman of the Board of Directors; H.E. HUOT Pum, Chairman of the Advisory Board; and Mr. CHHEAV Narath, Executive Director—for their support and commitment to the two students.

This initiative is a testament to a generous commitment and a strong desire to contribute to the promotion of education and the development of human resources in Cambodia. Offering young people the opportunity to study and develop their skills abroad is not only a support for their future; it is also an invaluable investment in the intellectual capital of the nation.
