On February 23rd, 2024, a meeting was held at the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) to discuss potential areas of cooperation between the MLMUPC, the French National Council of Notaries, and the RULE and Jean Moulin Lyon 3 Universities.
The meeting was attended by high-level representatives from all four institutions, including:
- H.E. Tek Reth Samrech, Permanent Secretary of State at the Ministry of Land Management, Urban Planning and Construction (MLMUPC)
- H.E. Mao Vibol, Undersecretary of State, MLMUPC
- H.E. Kan Channméta, Co-Director of the Master’s Degree in Land Law, Property Law in Cambodia, Royal University of Law and Economics
- H.E. Béatrice Balivet, Director of IDPI and Co-Director of the DU Land Law, Property Law in Cambodia, Lyon 3
- Mr. Franck Marmoz, Vice-President for Finance, Lyon 3
- Mr. Olivier Gout, Dean of the Faculty of Law, Lyon 3
- Me Jean Deleage, Notary and Southeast Asia Focal Point, French National Council of Notaries
- Me Olivier Barlet, Notary and Southeast Asia Focal Point, French National Council of Notaries
- Mr. Laurent Mesmann, Advisor to the Rector and Head of the French Cooperation Pole, RULE
The meeting participants discussed a number of potential areas of cooperation, including:
- Urban planning and sustainable development: The participants discussed the challenges of urban planning and sustainable development in Cambodia, and the potential for cooperation between the MLMUPC, RULE, Lyon 3 and the French National Council of Notaries in developing solutions to these challenges.
- Land and property law: The participants discussed the need for reform of the land and property law system in Cambodia, and the potential for cooperation between the RULE and Jean Moulin Lyon 3 Universities and the MLMUPC in developing reforms.
- Technical cooperation: The participants discussed the need for legal cooperation in Cambodia, and the potential for cooperation between the RULE and Jean Moulin Lyon 3 Universities and the MLMUPC in developing joint research conferences about a number of topics:
- Real estate leases and affordable and sustainable housing
- Housing for all: what rights? what modalities?
- The condominium: a model to be redefined?
- The new building and the transitions
- ….
The meeting participants agreed to continue discussions on these and other potential areas of cooperation.
The meeting was a positive step forward in the development of cooperation between the MLMUPC, RULE and Jean Moulin Lyon 3 University and the French National Council of Notaries, and we believe the cooperation between these institutions has the potential to make a significant contribution to the development of land and property law in Cambodia.
