International Seminar on Co-Ownership, Urban, Environmental and Digital Transitions Organized at RULE on August 9th

An international seminar took place at RULE on August 9th in Hall G on the theme of International Seminar on Co-Ownership, Urban, Environmental and Digital Transitions Organized at RULE on August 9th.

The seminar was organized by the French Pole of Cooperation at RULE, in Khmer and French languages, in an international format involving multiple core stakeholders:

-For France: the Université Jean Moulin Lyon III, through its Institut de droit patrimonial et
immobilier, Membre Centre Patrimoine, Contrats et Procédures, represented by its director Dr. Béatrice Balivet, as well as the Conseil Supérieur du Notariat, represented by Me Olivier Barlet, its representative for South East Asia.

-For Cambodia: the Ministry of Land Management, Urban Planning and Construction, represented by H.E. Seng Loth, General director of Administration, and Mr. Lay Channthea, deputy director of the legisltaive department, as well as the Royal University of Law and Economics, represented by H.E. Dr. Hap Phalty, Vice-Rector, and H.E. Dr. Kan Channmeta, academic director of the dual master in land law and patrimony.

-For Morocco: the Conseil National de l’Ordre des Notaires and the University Hassan 1st, both represented by Dr. Imane Oualji, Vice-Rector of University Hassan 1st.

The discussions focused on a comparative approach to the French, Cambodian and Moroccan models of co-ownership and their perspectives over the impact of the ongoing environmental and digital transitions on modes of housing and ownership.

H.E. Seng Loth and Mr. Lay Channthea fist detailed the reform of co-ownership in the Cambodia context, followed by the intervention of Dr. Béatrice Balivet and Me Olivier Barlet on the changes at stake in French law. The seminar then looked into the Moroccan experience of co-ownership governance, presented by Dr. Imane Oualji.
