Cooperate with the Royal University of Law and Economics / CAMBODIA : Toward building new cooperations !

The Royal University of Law and Economics (RULE) is the first higher education institution in Cambodia. It was originally founded in 1949. After the closure due to the Khmer Rouge Regime (1975-1979), the Royal Government of Cambodia requested the assistance of the French Cooperation and French Universities to help them rebuild a prestigious university, as it once was, to help reinstore the Rule of Law and participate to the economic development of the Kingdom of Cambodia (after the Paris Peace Agreement, 23 Oct. 1991).

More than 30 years later, dramatic progress has been made and the Royal University of Law and Economics (18 000 students as of 2024) is proud to have more than 40 international cooperations and a Dual Degrees Department which proposes 9 Dual Degrees in the field of Economics, Management and Law in English, French and Cambodian languages.

As for my self, I, Laurent MESMANN, have been at the Royal University of Law and Economics for more than 15 years (first arrived in 2008). I came with the French Ministry of Foreign Affairs (Technical Assistance) from 2008 to 2016 then was recruited directly by the Royal University since then, as a Special Advisor to the Rector H.E. LUY Channa (=President of the university) and Head of the Dual Degrees Department.
With my team, we manage 9 dual degrees (Bachelor, Master’s degrees) which welcome around 550 Cambodian students and welcome around 75 foreign students. We also managed over the past few years a couple of Erasmus + Capacity-building projects (DOCKSIDE, WANASEA, GREENCAP), a dozen of Erasmus mobility projects (KA 171 projects) and welcome from 2 to 4 international conferences / seminars every year (in various fields).

WE ARE OPENED TO :

  • Develop exchange of students (we already have with some universities from Italy, Belgium, Spain, Germany, France, USA, Japan, Turkey, Laos)
  • Welcome Foreign Academic Staff (see for instance our Faculty at Masters in Law level HERE) ;
  • Discuss about Possible Dual Degrees ;
  • Discuss about organizing International Research Seminars at RULE ;
  • Contemplate the possibility of developing together joint responses to call for proposals from different fields (Erasmus +, UNDP, National Agencies for Cooperation….), especially in the fields where we developed recognized expertise (Law, Economics, Management, CSR, SDGs, Gender Equality, Environment, Digital Transition) ;
