International Symposium Organized at RULE on ”New Forms of Justice: Cross Perspectives Between France and Cambodia”, February 25th and 26th

An international symposium was organized on February 25th and 26th by the Dual Degree Department in Law at RULE on the theme ”New Forms of Justice: Cross Perspectives Between France and Cambodia” with a view to comparatively approach the question of emerging transformations in judicial practices in France and Cambodia. Several interventions by Cambodian and French legal scholars and practitioners were made, under the chairmanship of H.E. Dr. Hap Phalty, RULE Vice-Rector. The symposium was supported by RULE, the Agence Universitaire de la Francophonie (AUF) and the Association Henri-Capitant Cambodia. The list of interventions can be found below:

-H.E. Dr. Hel Chamroeun, Secretary of State at the Ministry of Economy and Finance, spoke of traditional justice in Cambodia;

-Pr. Dr. Dominique Hiebel, from Université Sorbonne Paris Nord, spoke about the historical evolutions of justice in France;

-H.E. Mr. Tanheang Davann, Secretary of State, Ministry of Justice, spoke of ongoing judicial reforms in Cambodia and the challenges posed;

-Associate Pr. Dr. Jean-Jacques Menuret, from Université Sorbonne Paris Nord, spoke of the efficiency of regulatory authorities in comparison to jurisdictions;

-Associate Pr. Dr. Catherine Fabregoule, from Université Sorbonne Paris Nord, spoke of the role of whistleblowers in justice mechanisms;

-Associate Pr. Dr. Geetha Ganapathy-Dore, from Université Sorbonne Paris Nord, spoke about fictional justice and its role on predicting future transformations;

-H.E. Mr. Ang Pich, lawyer at the Council of Ministers and attorney at law at the ECCC spoke of the legacy of the ECCC on the Cambodian judicial system;

-Associate Pr. Dr. Despina Sinou, from Université Sorbonne Paris Nord, spoke of the concept of transitional justice;

-Associate Pr. Dr. Céline Bloud Rey, from Université Sorbonne Paris Nord, spoke of the National Commission of Information and Freedom (CNIL in France) and the role of the judge on ensuring individual freedom;

-H.E. Mr. San Sorphorn, under-secretary of State and Vice-President of the Royal Academy of Justice spoke of the development of alternative modes of dispute resolution in Cambodia;

-Associate Pr. Dr. Bertrand Jost, from Université Sorbonne Paris Nord, spoke of the development of alternative modes of dispute resolution and the role of the judge in France;

-H.E. Dr. Lim Suy Hong, under-secretary of state at the Ministry of Labor, spoke of social justice and the extra-judicial resolution of labor disputes in Cambodia.
