International Symposium on AI and Law Co-Organized at RULE With the National University of Singapore

The Dual LLM (Master of Law) in Digital Law RULE – Aix-Marseille University hosted at the Royal University of Law and Economics, in collaboration with the Cambodia Academy of Digital Technology and the NUS Centre for International Law, an international symposium titled ”Legislating AI in Cambodia: Calibration and Sectoral Implications.”

The symposium was an opportunity to discuss advanced research and practice on AI and Law in Cambodia and the ASEAN, with several panelists delivering qualitative presentations:

-Dr. Jon Truby, UNESCO Chair on AI and Law, at the National University of Singapore, Centre for International Law, discussed the legal theory in legislating AI in the context of the region;

-Bunhong Taing, Director of Policy and Legal Affairs, Digital Government Committee, provided interesting views the concept of governmental intent and its impact of AI legislating calibration;

-Torsten Kleine Buening discussed how ABA Bank approached AI and the banking sector’s expectations of a balanced regulatory framework;

-Dr. Sophearith PAN, director of the Cambodian Centre for International Law, explained the most recent EU decisions on the impact of AI on competition law, and its relevance to the Cambodian context;

-Dr. Sheikh Sultan Aadil Huque, Research Assistant at the National University of Singapore, discussed the impact of AI on the medical field and the subsequent necessity to apply legal scrutiny to emerging risks, especially for patient dignity;

-Dr. Rothna NGORN discussed Cambodia’s aging copyrights and trademark legal frameworks, and the choices available to the legislator to update them in the light of the challenges posed to IP by AI.

The discussions were moderated by Mr. Chanty Pisal, Director, Digital and Innovation Policy, Cambodia Academy of Digital Technology, and Asst. Pr. Paul Mornet, Director of the dual master’s degrees in law at RULE.

As organizer, RULE is immensely grateful to all the panelists for their precious expertise. More international scientific events are necessary in the Cambodian legal space. A special appreciation goes to Dr. Jon Truby and Sheikh Sultan Aadil Huque from the National University of Singapore for the co-organization.
