On January 10th, the Dual Degree Department in Economics and Management had the pleasure of hosting the DAC Scholarship Award Ceremony at its premises at RULE. Joined by representatives from Dactuaries Co., Ltd. (DAC), the department staff, and scholarship awardees, the ceremony connected scholarship providers with awardees as well as fostered potential collaboration between the department and its partner.

Mr. Laurent Mesmann, advisor to the rector of RULE, started the ceremony by giving an opening remark on the DAC scholarship as well as introducing the two awardees to the scholarship provider.
Dactuaries Co., Ltd. is the largest actuarial consulting firm, with 80% market share in life insurance consulting. The firm is interested in supporting skill development of young Cambodian talent to develop their leadership and professional competencies relevant to the insurance sector. DAC Cambodia is the first actuarial company that has got the actuarial business license from the local regulator, the Insurance Regulator of Cambodia (I.R.C.).
Provided by DAC, this prestigious scholarship offers financial support to cover tuition fees for meritorious bachelor’s students in their third and/or fourth year of study within the department.

Ms. Panhatey Yuok, Vice-Dean of the Faculty of Economics and Management of RULE, highlighted this scholarship as a great support program for students by allowing them to complete their academic journey without financial constraints. Its value has the potential to contribute to the insurance sector in Cambodia and career orientation since the students are exploring the area of professionalization.
The two recipients, Mr. Sopheap Chhay and Mr. Kenvady Um, who are fourth-year students in the Dual Degree Department of Economics and Management, expressed their profound gratitude for the scholarship during the meeting with DAC representatives Mr. Chris Chan, General Manager of DAC; Mr. Radet On, Actuary Associate of DAC; and Mr. Samadi Heang, local Manager of DAC, as they congratulated and wished them a successful academic journey.
Kenvady added that this opportunity not only eases his financial burden but also inspires him to take on greater responsibility, as he is determined to work diligently in his final year of pursuing a bachelor’s degree.
Sopheap emphasized that studying in the Dual Degree Department has been an incredible journey. The program offers a unique dual degree from both the Royal University of Law and Economics and a university in France. It also has provided challenging courses and opportunities to learn from inspiring professors. Beyond academics, he has gained valuable experiences through workshops, seminars, collaborations, study trips, and charity events.

Moderated by Mrs. Luna Aubree, Deputy Head of Projects of the Dual Degree in Economics and Management, the ceremony was fruitful and engaging, offering a blend of mutual connections and insightful dialogue.
The DAC Scholarship is one of the initiatives supported by DAC in collaboration with the Dual Degree Department at RULE. In addition to this scholarship, DAC also commits to providing opportunities for students to pursue master’s degrees abroad and offers internships with DAC Cambodia, further enriching students’ academic and professional development.
