This event was co-organized as part of a collaborative partnership involving the Cambodian Ministry, the Royal University of Law and Economics (RULE), Jean Moulin Lyon 3 University, and the National Institute for Notarial Training (INFN)—specifically its Lyon site, in coordination with the High Council of the French Notariat (CSN). The gathering brought together institutional leaders, academics, and practitioners from across four continents.
Strategic Focus and Exchange
The discussions were structured around two primary axes:
- The prevention and management of difficulties in multi-unit buildings through the application of co-ownership law.
- the exploration of legal alternatives and digital tools to address building degradation.
These themes were enriched by the contributions of Cambodian experts, including H.E. Dr. THENG Chan Sangvar (Secretary of State), H.E. Mr. KHIEU Borin (Under-Secretary of State), H.E. Dr. KAN Channmeta (Co-director of the Master’s in Land and Property Law at RULE), and Dr. KY Leng (Ministry of Industry, Science, Technology and Innovation).
Global Perspectives
The dialogue benefited from a diverse international panel, featuring academics and professionals such as Professor Vincent SAGAERT (University of Leuven, Belgium); Professor Yaëll EMERICH (McGill University, Canada Research Chair in Transsystemic Property Law and Sustainable Communities); Béatrice BALIVET (Director of IDPI and member of the Louis Josserand team, France) in connection with Jézabel JANNOT (Deputy Director General of the INFN and Director of the INFN Lyon site); Me Olivier BARLET and Me Jean DELEAGE (Southeast Asia representatives for the High Council of the Notariat); Me Olivier BROUSSAIS (Archimède Law Firm); Professor Imane OUALJI (Hassan 1st University, Morocco); Dr. Najoud ALOTAIBI (Kuwait University); and Dr. Magnus ANDERSSON (Malmö University, Sweden).

L’URDSE participe à une table-ronde internationale au Ministère de l’Aménagement du Territoitre, de l’Urbanisme et de la Construction
Le 12 février 2026 s’est tenue au Ministère de l’Aménagement du Territoire, de l’Urbanisme et de la Construction du Royaume du Cambodge la seconde table ronde « Experts » consacrée à l’immeuble collectif dégradé.
Co-organisé dans le cadre d’une coopération associant le Ministère cambodgien, l’Université Royale de Droit et des Sciences Économiques (URDSE), l’Université Jean Moulin Lyon 3, l’Institut National des Formations Notariales (INFN), et plus spécialement son Site de Lyon en lien avec le Conseil Supérieur du Notariat, cet événement a réuni des responsables institutionnels, universitaires et praticiens issus de quatre continents.
Deux axes ont structuré les échanges :
- Prévenir et traiter les difficultés des immeubles collectifs par le droit de la copropriété
- Explorer les alternatives juridiques et les outils numériques face à la dégradation
