The French Cooperation Department is pleased to announce the opening of the 2025-2026 admissions for dual degree programmes at the Royal University of Law and Economics (RULE).
The dual degree programmes for both bachelor’s and master’s levels offer students prestigious double degrees from RULE and a partner university in Europe, in the fields of Law or Economics and Management.
The dual degree programmes comprise of two Bachelor’s Degrees and eight Master’s Degrees taught in various languages, including Khmer, English and French.
Mr Laurent Mesmann, head of the French Cooperation Department in Law and Economics, observes that “over 600 students join our programmes every year, showing that they have become highly regarded over the years, with many of our alumni now prominent Cambodian public figures, including at the highest levels of the State”.
- The Dual Bachelor’s Degree programmes are three academic years long. To be eligible, applicants must first complete a foundation year in any institution.
- Dual Master’s Degree programmes are two academic years long, and applicants must hold a Bachelor’s degree in a related field to be eligible.

Students enrolled in the dual programmes benefit from the following perks:
- Two accredited diplomas: one from Cambodia and one from a partner university in Western Europe, leading to global recognition.
- International faculty: students will be trained by local and international professors who hold tenure positions in their home universities. This provides the benefits of an international education without leaving the Kingdom.
- Exchange programmes: unique opportunities for exchange programmes all over the world, including in prestigious institutions such as Sciences Po Paris and Audencia Business School.
- International access: students are registered within the partner universities in Western Europe for digital student services, including access to e-libraries.

“All of the dual degree programmes proposed at RULE are financially accessible, with our vision being ingrained in a meritocratic society in which dedication and ingenuity in students are valued above any other considerations. With RULE as a public university, we provide a service of public interest,” noted Mesmann.
The French Cooperation Department of RULE is the only academic department providing European-accredited dual degrees in law or economics and management to students in Cambodia. Following the popularity of its bachelor’s and master’s programmes for more than 30 years, the department is set to launch English and French-based PhD programmes in law and economics this year, with a view to foster scientific cooperation between European and Cambodian universities in the decades to come.
