The Royal University of Law and Economics (RULE) is the first institution of higher education in Cambodia. It was founded in 1949 as the National Institute of Law, Politics and Economics. The RULE is today an institution of higher education composed of 4 faculties (Faculty of Law, Faculty of Economics and Management, Faculty of Public Administration and Faculty of Economic Information Technology).

The Faculty of Law includes foreign cooperation, namely French cooperation established for more than 20 years as well as American and Japanese cooperation. RULE mission is to contribute to the growing human resource needs of Cambodia’s development. All RULE programs serve this purpose, which concerns both the public and private sectors of Cambodian society. To make the RULE offers fourteen training level license and seven training level Master. The RULE is planning to open a doctoral school in law and economics in the near future to complete this objective of training qualified human resources.

Concerning the law school, a national license under Cambodian law is proposed as well as a license under French law within the framework of the francophone sector of law, double diploma program. A master’s degree in Cambodian law is also offered as well as a master’s degree in French law in the framework of the French-language diploma program. Following the integration of Cambodia into the WTO on October 13, 2004, the RULE, through its law faculty, intends to offer quality training on the legal aspects in international trade in order to ensure a quality of human resources. in this country, which gradually integrates the different international or regional institutions.
The French-language training of this Master’s degree allows the apprehension of international commercial law and in particular the WTO law which is part of the Master of International and Comparative Law jointly issued by the RULE and the French partner university Panthéon-Sorbonne. Assas Paris 2.
